Předmětem diplomové práce je úprava silnice II/497 v úseku mezi obcí Uherské Hradiště a obcí Bílovice. Důvodem úpravy jsou nevyhovující parametry stávající komunikace. Řešení zahrnuje úpravu stávajících autobusových zastávek a souvisejících křižovatek, které se v řešeném úseku nacházejí.The topic of the master’s thesis is an alteration of horizontal and vertical alignment of the road II/497. Designed section of the road is situated between municipality of Uherské Hradiště and municipality of Bílovice. The reasons for this alteration are insufficient parameters of current condition of the road. The proposed alteration includes adjustments of related crossroads and bus stops, which are located in the selected area.

Regulace konkurenčního prostředí na železnici – čas rozhodnout.

Text shrnuje a analyzuje základní typologii regulace konkurence v odvětví železniční dopravy v celém období jeho existence. Jednotlivé kategorie jsou doplněny příklady realizace. Na základě historického srovnání je provedena komparace s cíli evropských železničních reforem a jejich aplikace v jednotlivých zemích. Závěrem je doporučení systémové regulace odvětví na bázi veřejných soutěží, nikoli na základě volné konkurence (open access).The competition was regulated within the railway industry by the state throughout the world from the beginning of the railway era in the 19th century. We examine four models of the competition on railways in the world, and then compare influence on a state budget analyzing the case of Austrian railways. Finally we compare a historical experience with current European railway reforms and deduce possible forms of the railway industrys regulation and their compatibility with objectives of a transport policy. We conclude the only possibility is an unbundled market based on competitive tendering of passenger services instead of free open access

Factors of Public Procurement Efficiency in Public Transport in Moravian-Silesian Region

Předmětem diplomové práce je zhodnocení dvou způsobů, prostřednictvím kterých je v Moravskoslezském kraji zajišťována dopravní obslužnost ve veřejné linkové dopravě. Hlavním cílem práce je zhodnotit, zda nový způsob, který začal být v Moravskoslezském kraji uplatňován v roce 2015, je ekonomicky i ekologicky efektivnější a zda tento způsob motivuje dopravce k poskytování kvalitnějších veřejných služeb v dopravě. Diplomová práce je rozdělena na teoretickou a analytickou část. Na začátku je popsána doprava, její charakteristika a význam pro společnost. Teoretická část je zaměřena pouze na veřejnou linkovou dopravu v Moravskoslezském kraji. Charakterizuje dopravní obslužnost a analyzuje její financování. V závěru diplomové práce jsou provedeny komparace obou způsobů zajišťování dopravních obslužností ve vybraných oblastech Moravskoslezského kraje.The Master’s thesis subject is the evaluation of two ways in which the public transport service is provided in the Moravian-Silesian Region. The aim of the thesis is to assess whether the new way that was introduced in the Moravian-Silesian Region in 2015 is economically and ecologically more efficient and whether this way motivates carriers to provide better quality of public transport services. This thesis is divided into two main parts, a theoretical part and an analytical one. Transport is described at the beginning with its characteristics and its importance for society. The theoretical part focuses only on public suburban transport in the Moravian-Silesian Region, characterises transport services and analyses its financing. Zlepšení dopravní obslužnosti a mobility je možné pomocí například implementací systému carpool na úrovni regionu. Vhodnost zavedení uvedeného systému pro region je analyzována, neboť implementace vyžaduje finanční prostředky. Příspěvek se zabývá objektivní analýzou dopravní obslužnosti zvoleného regionu, na základě které, může být doporučena implementace systémů podpory dopravní obslužnosti.The transport services and space mobility of inhabitants presents one of key aspects of region development and growth. Financial Management Evaluation and the Impact of Emergency Measures in Connection with the COVID-19 Pandemic on the Integrated Transport System of the Olomouc Region

Cílem práce je zhodnocení problematiky Integrovaného dopravního systému z pohledu financování a hospodaření v době pandemie covid-19, tedy srovnání let před zavedením restriktivních opatření a let, kdy byla vláda nucena přijmout přísná opatření související se snížením šíření onemocnění covid-19. Vzhledem k tomu, že práce se má zaměřovat na dopady covid-19, je kladen důraz na komparaci období před pandemií, během pandemie a částečně po ní. Hodnoceny jsou nejen organizační, ale především finanční dopady na fungování a financování veřejné dopravy v Olomouckém kraji.The aim of the thesis is to evaluate the issue of the Integrated Transport System from the point of view of financing and management during the covid-19 pandemic, i.e. a comparison of years before the introduction of restrictive measures and years when the government was forced to take strict measures related to reducing the spread of the covid-19 disease. Since the work is to focus on the impacts of covid-19, emphasis is placed on comparing the period before, during and partly after the pandemic. Transport Services in the Microregion Uničovsko

Diplomová práce na základě stanovených kritérií hodnotí dopravní obslužnost mikroregionu Uničovsko. Bylo zvoleno celkem 5 kritérií – vzdálenost obcí k centru regionu, vzdálenost obcí k městům s významnými zaměstnavateli, index dopravní polohy a četnost spojů. Cílem práce je vymezení úrovně dopravní obslužnosti Uničovska dle stanovených parametrů, z pohledu jednotlivých obcí, které jsou součástí mikroregionu. Teoretická část se zaměřuje na dopravu, dopravní obslužnost, jednotlivé druhy dopravy a financování veřejné dopravy. Praktická část se zabývá analýzou dle stanovených kritérií, jejím zhodnocením a doporučením k zvýšení úrovně dopravní obslužnosti.This thesis deals with the issue of evaluation of transport services of microregion Uničovsko. The evaluation is based on five determined criterias – the distance of municipalities from the center of region, the distance of municipalities from cities with important employers, index of transport position and the frequency of transport connections. The target of the thesis is to define the level of transport services of microregion Uničovsko according to determined parameters and from the perspective of municipalities that make part of the microregion. The theoretical part focuses on transport, transport services, modes of transport and financing of public transport. Evaluation of the Selected Expenses' Ranges of the Regions

Diplomová práce je zaměřena na zhodnocení vybraných okruhů výdajů krajů. Byly zvoleny výdaje na financování oprav, údržby a modernizace pozemních komunikací II. a III. třídy a výdaje krajů na dopravní obslužnost. V teoretické části je charakterizován vznik vyšších územních samosprávných celků, jejich postavení, orgány a kompetence v rámci samostatné a přenesené působnosti. Dále jsou uvedeny způsoby a zdroje financování činností krajů. Blíže je rozvedena rozpočtová skladba, členění příjmů a výdajů a způsoby sestavení krajského rozpočtu. Ve třetí části práce je provedena analýza hospodaření krajů v období let 2014 až 2018. Podrobněji je rozebrán vývoj daňových příjmů ze sdílených daní a vývoj transferů ze státního rozpočtu. Následuje zhodnocení vývoje celkových výdajů a jejich členění z odvětvového hlediska. Poslední část analýzy hodnotí vývoj salda hospodaření krajských rozpočtů. Ve čtvrté části je pomocí metod korelační a regresní analýzy zkoumána závislost výdajů krajů na pozemní komunikace a na dopravní obslužnost. Pro hodnocení výdajů na pozemní komunikace byly zvoleny faktory délka silniční sítě v km, rozloha území kraje v km² a počet obyvatel krajů. Pro hodnocení výdajů na dopravní obslužnost byly zvoleny faktory počet obyvatel, rozloha území kraje v km² a počet obcí v kraji. V závěru práce jsou shrnuty a vyhodnoceny získané výsledky analýzy. Bylo zjištěno, že hypotézy stanovené v úvodu práce byly potvrzeny. Na velikost výdajů krajů na opravy, údržbu a modernizaci pozemních komunikací II. a III. třídy měla největší vliv délka silniční sítě. Počet obyvatel v kraji nejvíce ovlivňoval velikost výdajů krajů na dopravní obslužnost.The diploma thesis is focused on the evaluation of selected areas of expenditure of regions. The selected areas of expenditure are represented by repair expenses, expenses for the maintenance and modernization of II. and III. class infrastructure and transport services expenditure of regions. The theoretical part of this diploma thesis is focus on the characterization of the origin of the Higher Territorial Self-Governing Units, their position, authorities and competences within the scope of independent and delegated powers. Furthermore, the thesis describes the ways and sources of financing the activities of regions. The budget structure, the division of revenues and expenditures and the ways of the budgeting of the regional budget are described in more detail. In the third part of the thesis there is an analysis of regional management in the period from 2014 to 2018. The development of tax revenues from shared taxes and the development of state budget transfers are discussed in more detail. This is followed by an evaluation of the development of total expenditures and their division from the sectoral point of view. The last part of the analysis evaluates the development of the regional budgets balance. The fourth part of the thesis examines the dependence of regional expenditures on roads and transport services by means of correlation and regression analysis. The factors, chosen for the evaluation of expenditures on roads, are the length of the road network in km, the area of the region in km² and the population of the regions. In the last part of the thesis the results of the analysis re summarized and evaluated. It was found that the hypotheses set out in the introduction of the thesis were confirmed. The length of the road network has the greatest influence on the expenditure on repairs, maintenance and modernization of II. and III. class roads. Design of Transportation Hub Olomouc – Šibeník

Import 26/02/2015Obsahem diplomové práce je zmapování současného stavu kvality obsluhy území městskou hromadnou dopravou v okolí zastávek Šibeník v Olomouci. Dále navržení nového přestupního uzlu Olomouc-Šibeník s napojením na stávající komunikace v rozsahu studie. Posouzení kvality obsluhy území v okolí zastávek Šibeník bylo provedeno pomocí analýzy prvků kvality obsluhy, které jsem zvolil dle rozsahu studie. Následné vyhodnocení bylo provedeno způsobem SWOT. V práci je dále zahrnuto zdůvodnění studie, charakteristika dotčené oblasti a dvě varianty řešení přestupního terminálu. V závěru jsou varianty hodnoceny bodovým systémem.Main content of this thesis is to analyze present status of transportation service of area around stop Olomouc – Šibeník by public transport. Next task is to design Transportation hub Olomouc – Šibeník. The service quality assessment of area Šibeník was done by analyzing elements of quality service, which i choosed in range of study. Identifikuje možnosti posouzení vlakové dopravy jako "páteř" systému v kraji. Střechy jsou navrženy jako ploché - vegetační a se štěrkovým násypem. Na rodinný dům navazuje objekt provozovny, který je řešen jako autoservis. This detached family house is located in the region of Znojmo in the village Višňové. The building is designed for four people in two-storeys and there isn´t cellar. The building is built from the ceramic system POROTHERM, ceilings are designed monolithic. There are flat roofs - vegetation and roof with gravel. The detached house is followed by the establishment of the car repair service. The building is single-storey, without basement, built fromceramic system Porotherm. Ceilings are monolithic, single-layer roof with gravel.
